Joseph was born in South Dakota on Sunday November 30, 1930 to mother, Bernice (Helmka) McBurney (December 11, 1906 to October 13, 1979), and her father William James McBurney (December 10, 1892 to November 11, 1957).

Joe did not finish high school. At an early age he joined the navy. After the service he worked at K.O. Lee throughout his adult life. Joe was involved in the local chapter of the Civil Air Patrol.
